How SDVOSB buying works

A plain-language summary. Set-aside and sole-source awards require SBA VetCert certification; our application is pending.

  • VA Vets First

The Department of Veterans Affairs gives service-disabled veteran-owned and veteran-owned small businesses first consideration when it sets aside contracts.

  • Sole-source authority

Agencies can award SDVOSB sole-source contracts up to set dollar thresholds when only one capable SDVOSB is expected to bid, which can shorten the buying process.

  • Small business goals

The government-wide goal is at least 5% of prime and subcontract dollars to SDVOSBs, raised from 3% by the FY2024 NDAA. Buying from an SDVOSB counts toward it.

  • Prime subcontracting plans

Large prime contractors can count subcontracts with certified SDVOSBs toward their small business subcontracting plan goals.
